Paank Has Released November 2025 Report Documenting 95 Enforced Disappearances and 20 Extrajudicial Killings in Balochistan

Quetta: Paank, a human rights organization affiliated with the Baloch National Movement (BNM), has released its monthly human rights report for November 2025, highlighting widespread violations across Balochistan, including enforced disappearances and extrajudicial killings.

According to the report, at least 95 Baloch civilians were forcibly disappeared during the month by Pakistani security forces and affiliated agencies, while 20 individuals were killed in extrajudicial executions. Paank stated that these incidents reflect a continuing pattern of repression involving arbitrary arrests, custodial torture, enforced disappearances and killings carried out with impunity.

The organization reported that cases of enforced disappearances were documented not only in Balochistan but also in Karachi. Those detained were taken without warrants and transferred to undisclosed locations, where they were denied access to legal counsel, family members and courts. Paank said that 21 detainees were later released, reporting severe physical and psychological torture, including electric shocks, prolonged beatings and death threats.

The report further said that state-backed armed groups carried out multiple late-night raids during November, contributing to what it described as a climate of fear among civilians.

Extrajudicial Killings Highlighted

Paank identified extrajudicial killings as the most alarming trend of the month. Among the 20 reported deaths were laborers, students, young men, and a minor girl. District Kech was described as the most affected area, where several bodies bearing signs of torture and gunshot wounds were recovered.

According to the report, on November 1, a laborer, Bahad Baloch, was stopped in the Dehaat area of Kech, robbed of his motorcycle and belongings and shot dead. On November 2, a 16-year-old student, Abdul Rehman, was killed inside a shop in Tump in front of his father.

Paank also referred to a drone strike on October 29 in the Buleda area, which killed four members of the same family Zakir, Razaq, Sadiq and Peer Jan. The organization rejected official claims that the victims were militants, citing local residents who said the individuals were unarmed civilians picnicking in the Jadeen mountainous area and had reportedly informed a nearby military camp before the incident.

Bodies of Missing Persons Recovered

The report detailed several cases where individuals who had been forcibly disappeared were later found dead. In Hoshap, the body of 16-year-old Naseem Qadir was recovered a day after his abduction. Mir Dost, missing since February 2025, was found dead in Turbat after nine months, bearing signs of torture.

Similarly, Farooq Naeem, detained in April at the Talar checkpoint, was found dead in November in the Bank Kundag area of Kech. The body of Zareef Baloch, missing since March 2025, was also recovered from the same location. On November 18, Ismail Ibrahim was reportedly killed by gunfire from the Frontier Constabulary in Gawak, Mand, while the body of Ismail Baloch, abducted from Surab, was found the following day in Khuzdar’s Baghbana area.

In Buleda’s Minaz area, the mutilated body of Ayaz Baloch, who was abducted while returning from school, was recovered near Reko Dam. Ejaz Baloch, detained by the Frontier Corps in Dasht, later died in hospital from torture injuries.

The report also cited cases in which Jalaluddin, Mohammad Alam and Imran Baloch were abducted during wedding ceremonies, with families paying ransom demands. Despite this, their bodies were later recovered bearing signs of torture.

In the final days of November, the bodies of Abu Bakar and Tahir Baloch, both victims of long-term enforced disappearance, were recovered from different areas of district Kech. On November 29, a shooting incident in Hoshap’s Garuk Bazaar critically injured a minor girl, Yasmeen Baloch, who later died during treatment in Karachi. Three other children were injured in the same incident.

Call for Independent Investigations

Paank stated that the incidents documented in November 2025 demonstrate a serious breakdown of the rule of law and unchecked use of state power in Balochistan. The organization called for independent and transparent investigations, accountability for those responsible, and unrestricted access for international human rights bodies to monitor the situation and ensure the protection of civilians’ fundamental rights.
