We have been made dependent on obtaining NOCs just to move freely within our own land, said Dr. Shali Baloch.

Turbat: Central organizer of the Baloch Women’s Forum, Dr. Shali Baloch, has condemned the Balochistan government’s decision to include her and several other social and political activists in the Fourth Schedule under the Anti-Terrorism Act, calling it an attempt to restrict political activity and curtail basic constitutional and human freedoms.

Speaking after appearing at the CTD police station in Turbat, Dr. Shali Baloch said, “We have been made dependent on obtaining NOCs just to move freely within our own land.”

She described the government’s move as a concerning trend where anti-terrorism laws are being used against peaceful political and social activities. According to her, her work has always remained within the bounds of the law and constitution, focused on public rights and solidarity with families of the disappeared. “Now, even these peaceful activities are being portrayed as unlawful,” she said.

Dr. Shali Baloch added that a First Information Report (FIR) had previously been filed against her, which she challenged in court. “The application of the Fourth Schedule against me is yet another unlawful tactic,” she remarked, adding that the government has restricted the movement of several male and female activists, forcing them to seek official permission to travel within their own province.

She further stated that she and her family have faced threats, raids, and pressure from authorities but vowed to continue her struggle within legal and constitutional frameworks.

“If General Pervez Musharraf’s dictatorship could not break the determination of our elders, then today’s tactics will not stop us either,” she said. “We will fight our case through the courts and constitutional institutions.”

Dr. Shali Baloch emphasized that the Baloch Women’s Forum continues its peaceful struggle for the protection of women, affected families, and human rights, and urged the government to safeguard peaceful voices rather than silence them.

Meanwhile, human rights and civil society organizations have expressed concern over the inclusion of activists in the Fourth Schedule, calling it an attempt to suppress dissent. The Baloch Women’s Forum announced it will legally challenge the decision and raise the issue at national and international forums.

Dr. Shali Baloch concluded, “This is not the time to step back, but to remain steadfast in our constitutional struggle. We will continue our efforts with respect for the law.”
